The primary use of the Town Hall facility of the Town of Pleasant Springs, located at 2354 County Highway N is for governmental purposes. This includes Town Board meetings, the office of the Clerk, and the Clerk's records, furnishings and equipment; other meetings of Town committees, commissions and official groups, and as a facility for the maintenance and storage of the Town's highway equipment and maintenance supplies and materials. The Town Hall facility is also available for use by other governmental bodies upon reasonable notice, when requested. In order to allow limited use when not in conflict with governmental use, by private groups, and residents of the Town of Pleasant Springs, the following terms and conditions are hereby adopted for use of the Town Hall facility by private non-governmental groups and residents of the Town of Pleasant Springs: The Town Hall facility shall be available for use by Town residents upon reasonable notice to the Clerk (See information at the bottom of the page to contact the Clerk). Governmental meetings, necessary functions of Town government and the Town's employees, and any governmental uses shall have priority. The Clerk shall maintain a schedule regarding requested times for use of the Town Hall by Town residents, with all such use to be subject to necessary governmental operations, and any governmental meetings scheduled upon short notice, which will then necessitate the cancellation or rescheduling of any non-governmental use of the Town Hall. All uses must be for purposes not prohibited by law, consistent with the public interest, and not involving any risk to members of the public or Town property. Any use determined to be disorderly, destructive, unduly messy, contrary to the public interest, obscene or inconsistent with good taste, or otherwise inappropriate, shall be prohibited by the Clerk or the Town Board. For each occasion on which use of the Town Hall is requested, the customary period of use shall be limited to four hours, and shall not interfere with any of the functions of Town Government, and the discharge of duties by the Town employees. The resident or residents requesting use of the Town Hall shall pay in advance a $20.00 fee and a $40.00 deposit. The $40.00 deposit may be refunded upon conclusion of the session where the Town Hall is used, upon inspection by the Clerk or a Town Board member, who shall determine that any damages have been repaired or paid for, and the premises has been restored to its previous condition of cleanliness. Alcoholic beverages, other intoxicants, and any illegal drugs or chemical substances, including the consumption, possession or use of such, shall be strictly prohibited. Any non-profit, charitable organizations which historically (i.e. 4-H Club) have made regular use of the Town Hall shall be entitled to a scheduling priority provided reasonable notice is give; and shall be entitled to a waiver of the requirement to pay a fee and a deposit, if requested by the organization and deemed appropriate by the Clerk. In the event it is necessary for the Board to cancel or reschedule a period of requested use by Town residents, as much notice as possible shall be given, with the opportunity to reschedule at a convenient time, but in all cases, governmental uses shall take priority over private uses. Political activities, campaigning and electioneering, shall be prohibited, unless otherwise specifically authorized or mandated by law or applicable regulations. |
