The City of Stoughton did not reach out to engage the Town Board or Town residents in their planning of this project and generally failed to acknowledge or address concerns expressed by residents over the impact of their proposed project on the section of the Yahara River between Stoughton and LaFollette Dam. Data presented by the City of Stoughton's project engineers failed to gather data regarding water depths in this section of the Yahara River and was therefore inadequate to address concerns over what impact lower water elevations might have. Neither the City of Stoughton nor Dane County were willing to assess the potential combined impact of the County dredging project and Stoughton's proposed project.

As a result of this apparent lack of concern for their interests, Town residents asked the Pleasant Springs Town Board to act to protect this valuable and irreplaceable Town resource.

In response, the Town Board hired Emmons & Olivier Resources, Inc. in 2021 to provide a complete review of the proposed modifications to Stoughton Dam and the County dredging project in order to provide an objective review of how the City of Stoughton's project would impact the Yahara River within the Town of Pleasant Springs.
